Through competitive bidding the original construction and first two expansions McNeill Water and Wastewater, Inc., was awarded the wastewater treatment plant work.

When it was time to expand for the third and fourth times, McNeill Water and Wastewater, Inc., was specific as the wastewater treatment plant manufacturer. The McNeill specification and selling price were shown in the actual bid documents for use by all general contractors bidding the project.
